Peru's diesel subsidy ends on Nov 15, and truckers ask the government to secure the funding
The transport minister met truck owners. On the table: money to keep the subsidy, a fleet switch to natural gas and the port of Callao.

In 30 seconds
- Peru's current subsidy pays PEN 4 per gallon of diesel to freight and passenger carriers. The last period covers fuel bought until November 15.
- At a meeting with Transport Minister José Tangherlini, the Unión de Transportistas Dueños de Camiones del Perú asked the government to secure the money to keep paying it.
- Nothing was approved. The government announced a working group with the Ministry of Energy and Mines, and both sides discussed a pilot to replace diesel trucks with natural gas vehicles.
The news
Peru's Minister of Transport and Communications, José Angello Tangherlini, met representatives of the Unión de Transportistas Dueños de Camiones del Perú to discuss rising diesel prices and their effect on freight. The meeting was reported on October 16 by logistics trade media, without its exact date.
The truckers' main request was to secure funding for the subsidies that offset part of the higher fuel cost. The government responded by announcing a working group with the Ministry of Energy and Mines (Minem) to address diesel.
The agenda also included a pilot programme to renew the freight fleet, with public incentives, bonuses and scrappage of old trucks. The aim is to move part of the fleet to compressed natural gas (CNG) and liquefied natural gas (LNG). Carriers also asked for an extended programme to settle fines with Sutran, the land transport regulator, and for better security and efficiency at the terminals of the port of Callao.
None of these measures has been approved. There are no amounts, deadlines or design for the fleet renewal.
Why it matters
The current subsidy has an end date. Emergency Decree 007-2026, published on August 15 in the official gazette El Peruano, set aside up to PEN 105 million. Of this, PEN 60 million goes to carriers nationwide, including freight carriers, who receive PEN 4 per gallon of B5 or B20 diesel bought with an electronic invoice. It is paid over three monthly periods, the last ending on November 15. To qualify, carriers need a valid service authorization and good standing with Sunat, Peru's tax authority.
It is the second subsidy of its kind in 2026. In May, after a national strike was announced, the government approved Emergency Decree 004-2026, with PEN 33.8 million and the same PEN 4 per gallon for two months. At the time, a leader of CIT, a transport industry body, estimated it covered only 16% of the extra fuel cost.
If the subsidy is not renewed, carriers lose this discount from the second half of November, and the cost may reach road freight rates in Peru. This matters to anyone with cargo in the country: Peruvian suppliers who deliver by truck and Brazilian cargo crossing Peru on the Interoceanic Highway, which links the Brazilian state of Acre to southern Peruvian ports.
What to do
- 1If you buy from a Peruvian supplier that delivers by truck, ask whether the quote has a fuel adjustment clause and how long the price holds.
- 2For orders shipping after November 15, request a new quote instead of renewing the old one.
